Councilman's Moped Warning Comes True

Last year when Councilmember Charles Allen proposed legislation to require moped registration - similar to car registration - he offered an ominous warning:
"It’s just a matter of time before someone is seriously injured,” Allen told the Washington Post about the mopeds violating traffic safety laws in the city.
On June 6, 2025, a 10 year old district boy named Zavieon Smith suffered a broken leg from a hit-and-run incident with a moped delivery driver. "He had his bone literally sticking out when he was laid out on the concrete," his mom said. Now Zaveion is in a wheelchair and can't walk for a month after his emergency surgery.
The following day, a six year old boy on Capitol Hill was left with a concussion after a similar hit and run moped incident in Councilmember Allen's district.
DC police have not caught a suspect in either incident.
